According to a report published by the New Vision on September 15, 2025, the Public Service Commission (PSC) recently opened 277 entry-level vacancies across 18 government ministries, departments, and agencies. The response was overwhelming: more than 81,000 graduates submitted applications for Government Jobs in Uganda in 2025. Out of these, just over 43,000 met the shortlisting criteria and were published on the PSC website.

Over 81,000 applicants, but only 277 openings: the uphill battle for government employment

PSC chairperson Winnie Agnes Kabogoza Musoke noted that the unprecedented volume of applications reflects the persistent challenge of graduate unemployment in Uganda. Many candidates who were not shortlisted fell short due to missing academic or professional qualifications, submitting incomplete applications, or applying for roles outside their field. Technical errors in the e-recruitment process also contributed to disqualifications.

The recruitment process is now moving into the testing phase, with written aptitude exams scheduled for mid-to-late September, oral interviews in October, and final results expected in early November. Meanwhile, hundreds of appeals have been lodged by applicants contesting their exclusion from the shortlist.

This situation underscores the immense demand for stable government jobs in Uganda and highlights the structural pressures of graduate unemployment. It also raises concerns about systemic issues in recruitment accuracy and the need for merit-based transparency.

This staggering ratio of applicants to positions is a wake-up call. While government jobs remain attractive for their stability, they cannot absorb the growing number of graduates. Job seekers need to prepare strategically—by tailoring applications, diversifying skills, and exploring opportunities in STEM, private sector, and consultancy work. At Job Hunter Ug., we believe the path forward is not only competing for limited openings, but also creating and seizing new avenues where your skills can thrive. Check out our STEM listings for alternative opportunities outside government employment.
