SUMMARY: UNEP is seeking a Consultant to conduct the management-led terminal review of the Capacity Building Initiative for Transparency Fiji Project. The role focuses on terminal review design, desk review, stakeholder interviews, data analysis, evaluation reporting, and preparation of findings and recommendations.
KEY RESPONSIBILITIES:
Lead the terminal review in line with GEF and UNEP policies and guidance.
Review project documents, reports, financial records, work plans, budgets, audits, and related materials.
Conduct interviews with UNEP staff, project steering committee members, and key project stakeholders.
Assess project performance using UNEP Evaluation Office guidance and templates.
Triangulate evidence from multiple sources and document findings, conclusions, and recommendations.
Prepare and submit terminal review deliverables and the final report in English.

Requirements
Master’s degree in Energy, Environmental Sciences, Engineering, or a related field.
A first-level degree with 2 additional years of qualifying experience may be accepted in lieu of an advanced degree.
Minimum of 5 years of technical or evaluation experience, preferably including large, regional, or global programmes and Theory of Change approaches.
Experience drafting project proposals and assessing project documents, progress reports, work plans, budgets, and expenditure reports.
Experience with GEF or UNEP projects is desirable.
Fluency in oral and written English is required.
