SUMMARY: Uganda National Examinations Board is seeking a Director Research and Development to lead the Board’s research, consultancy, and national assessment functions. The role focuses on research strategy, performance data analysis, policy-oriented reporting, consultancy coordination, and leadership of the Directorate’s teams and programmes.
KEY RESPONSIBILITIES:
Lead the Directorate of Research and Development and oversee research, consultancy services, and National Assessment of Progress in Education.
Initiate and implement the Directorate’s research agenda and strategic plans aligned to institutional goals.
Coordinate research on examinations and student performance, including data collection, analysis, secure storage, and report publication.
Ensure dissemination of research findings and recommendations to stakeholders, especially policymakers.
Oversee annual work plans, budgets, performance reporting, and production of the UNEB Journal on Assessment and Education.
Lead, mentor, appraise, and build capacity of multidisciplinary research and development teams.

Requirements
Honours Bachelor’s degree in Education, Sciences, or Management Sciences with a Postgraduate Diploma in Education, or an Honours degree in Statistics, or a related field.
Master’s degree in Education, Statistics, or Management Sciences with special training in Measurement and Evaluation, statistical analysis, curriculum development, or a related field.
PhD is an added advantage.
Minimum 15 years’ experience in research, educational planning, or curriculum development, including at least 3 years leading a research function, programme, or project in a reputable educational institution or organisation.
Evidence of research publications in a reputable journal or by a reputable organisation.
Strong skills in research methodology, quantitative and qualitative research, report writing, leadership, communication, and computer applications including SPSS.
