SUMMARY: WHO is seeking a National Consultant to support implementation of tobacco-control priorities in Uganda under the Africa Tobacco Control Project. The role focuses on Tobacco Control Act enforcement, stakeholder coordination, capacity building, surveillance, alternative livelihoods, product regulation and public awareness.
KEY RESPONSIBILITIES:
Coordinate implementation and monitoring of Ministry of Health tobacco-control priorities and prepare progress reports.
Support training, mentorship and follow-up of tobacco-control enforcement officers and district action plans.
Coordinate the Tobacco-Free Farms initiative and support alternative livelihoods for tobacco farmers.
Support tobacco and nicotine product regulation, laboratory collaboration and compliance monitoring.
Monitor tobacco-industry activities, interference and tobacco-related content across traditional and social media.
Coordinate public-awareness activities, stakeholder meetings and implementation of the Tobacco Control Act and Regulations.

Experience preparing WHO reports, donor proposals and policy briefs and managing grants or multi-partner projects.
Expert spoken, written and presentation skills in English; tobacco taxation, health economics and policy or legislative analysis experience are advantages.
